LGUs support RBOI - NILE Project

The Regional Board of Investments (RBOI-ARMM) has revived the Networking on Investments for Local Executives (NILE) Project for ARMM LGUs in support to the economic development thrust of the Hataman Administration to help sustain peace and economic growth in the region.

The NILE Seminar Workshop was conducted in three areas in the ARMM region. RBOI organized its first leg in the Municipality of Parang, Maguindanao on May 24, 2012 where 35 participants attended, while 33 participated in Lamitan City, Province of Basilan, organized on June 5, 2012 and 77 joined in the Province of Tawi-Tawi conducted on June 25, 2012 held in Bongao, Tawi-Tawi.

The NILE was designed to capacitate Local Government Units (LGUs) to craft their own Local Investments and Incentives Code (LIIC) and establish their own Investment Promotion Centers (IPCs) as campaign tools for investments generation. This will also convince the local executives to appreciate the value of investment promotion as a tool to local economic progress through the creation of job opportunities and eventually increase local revenues to improve government services.

After the NILE was conducted in the three areas, the LGUs through their respective Local Chief Executives committed to formulate their own Local Investments and Incentives Code (LIIC) and create their own Investment Promotion Centers (IPC). They also agree to participate in investment networking activities to be organized by BOI, RBOI and MinDA such as CEO dialogues, Investment Forum, etc and prepare investment promotion materials like power point presentations, brochures, flyers, research papers and feasibility studies on identified investment opportunities/areas supported with relevant data.

RBOI-ARMM also made its commitment of support to the LGUs by ensuring availability of technical assistance through continuous mentoring, consultancy services and by reviewing their proposed LIIC. The agency will also assist the LGUs in the organization of the Investment Promotion Centers through technical coaching and advisory services; Assist the LGUs in coordinating with other partners like BOI, DTI, DENR, DAR and other line agencies for fast and easy facilitation of regulatory and other documentation requirements; and collaborate with BOI and MinDA in networking with investors for the LGU to business match or enter into joint ventures with potential investors.
